You'll have to look at consumption per SM to see the root cause....or to
prove whether something is wrong.
You can gather bytes transferred for each LUID on scheduled intervals.
Or I guess MRTG charts for each one if you prefer. You may find that a
couple of 1x and 2x users are using disproportionate amounts of data.
