I am dubious. That’s not the part of me that gets cold, and it’s the easiest part to keep warm with a good conventional jacket. Fingers, toes, ears are a different matter. I don’t believe the theory that if you keep your “core” warm, it will propagate out to your extremities. Especially not in the wind. Caveat: I’m not exactly a stick figure, so I may be carrying more natural insulation over my “core” than some of you in better shape.
