We didn't refuse the install. We just put a prerequisite on doing it.
They are apparently unable to deal with that contingency, so here we are
3-4 years later in a stand off of sorts. They are not charging us for
refusing to install (because we didn't), and they are still not
installing (because it won't work anyway).
The nearest hub is a little over a mile away on the other side of a
pretty tall hill/mountain. We tested our GMRS radios between the two
points, and they won't work at all. So I doubt even going to a lower,
licensed frequency will work for them.
Our neighbors are between 1 and 2 miles away. I doubt that their smart
meters will ever work out here.
Even if they do install, I will put a Faraday cage around the thing. No
problem.

Customers are not going to pay that. Shielding them does no good when
there are dozens or a hundred more all around the customers you're
trying to serve.
