The "Cable Inside Wiring rule" 47 C.F.R. 76.800 covers Cable TV drops. The "Telephony Demarcation Point rule" 47 C.F.R. 68.105(d) covers telephone drops. Nothing covers information service drops and as it stands, they remain the property of whomever installed them at least as far as I can tell. One of the reasons we are moving to fiber.
