Spray the backs of the panels with frothpack insulation.  It's similar to
the expanding foam for doors and windows etc.

Once the sun comes out even if it's 10*F the insulation will hold enough
heat to shed the snow.

This winter and solar minimum have been pretty tough this year in our neck
of the woods for sure Dan.  We've been running our propane generators quite
a bit this year.
