Probably not on the passive one... For this application, I'd just do an ebay search for "GPS repeater". Buy one of them which is around $150-250. I've used both types listed. Just avoid the low end ones around $50 or less. Can't vouch for legality in Mexico. I think our current one is the blue sky one.
We're manufacturing in a steel building which basically acts as a faraday cage.
