Isn’t their complaint about the expedited make ready process allowing third 
parties to move AT&T equipment and lines to make room, rather than waiting 6 
months for AT&T to move it themselves?  Also I think it says AT&T owns 
something like 40% of the poles, not sure that really matters.

I think AT&T is going to have a hard time.   The CATV industry fought a long 
and bloody battle at the FCC for pole attachment rights.  I don’t think AT&T is 
going to get special dispensation.
