Years ago the EZ-RJ45 plugs would do that in some jacks. You had to make sure the tab “clicked” and if not, put a small screwdriver behind it and twist until it clicked in. I haven’t seen that for quite awhile though.
I used to think the tab was the locking device, actually it’s just a release lever, it’s the shoulders near the base of the tab that provide the latching mechanism. This was never a issue with old POE
