Make sure to set the elevation angle dead nuts on with a digital level from
Home Depot. That takes care of part of the problem.

How close are you to calculated? And are they aligning both ends
simultaneously?
Something is not right. Either someone is being anal about getting the last
half dB, or they're on a sidelobe, or have the polarization wrong, or you
don't have LOS.
If they are tens of dB off, probably sidelobe. Get them to sweep a wider
arc, also use a voltmeter on the BNC connector rather than calling out
numbers.
