The FAA has been issuing NOTAMS like that for a while now. I've been in the air during a couple (live in CO and fly to SoCal a lot) and never noticed loss of GPS. Looks like a reporter from gizmodo finally noticed this NOTAM and wrote about it.
Shouldn't be a problem for any ground based GPS units.
