I read some discussions about this online, and most people that appeared
to have any knowledge said it is a movie fantasy. There's a reason we
have highly trained anesthetists - it is tough to gas someone enough to
knock them out without killing them, and it's easy to fail to knock them
out.
For a real word example, search for the Russian hostage crisis, where
they gassed a building and ended up killing a bunch of hostages. I would
imagine this guy would have become a lot more upset if he found out the
cops were trying to gas him and it didn't work.

I don't know the whole story, nor does anyone else on this list.
My impression was that the guy wasn't really talking, and he'd already
shot a dozen officers (at least 3 or 4 fatally). At that point, I feel
that any means necessary to prevent more damage.
Call it the nuclear option if you will.
