I wonder if a poor person would know what to do if it came up with linux?

If you did I'd wipe and reload.

Anyone going to a thrift store for a computer is either poor and likely can't
do anything with it if there is a problem or possibly a techie, they'll wipe
and reload regardless.

I am wondering if they have much value for charities. I suppose thrift
stores sell them.
Should I leave the OS on them?

Wipe the disks and donate them to a charity.
