There’s this myth about speedtests that it measures the last mile speed (or as you point out, detects last mile ISPs “throttling Netflix”), despite the traffic following a path something like:
Netflix server CDN network transit ISP another transit ISP local ISP customer’s router customer’s WiFi customer’s device Netflix app on customer’s device But somehow the only thing being measured is the local ISP. Netflix just released their own speed test system. It has a web interface, but they also released apps for IOS and Android.
