I have seen the specs and have deployed both products.

One is a dual core 1GHz PPC proc, the other uses a 36 core TILE
processor at 1.2GHz. Not exactly apples to apples. The performance
show in the "Performance Test Results" not only doesn't equate to
"about 10 times more PPS" (depending on the test, sometimes up to ~17x
increase), but also doesn't consider the fact that it's an "All Ports"
test. With the CCRs dedicating a core (at least) per port, it's not an
identical comparison.

If you consider all 13 ports on an 1100AHx2 are shared between 2
cores, and just assume that the 12 ports on that model CCR are using
12 TILE cores (and no more), then you end up with a 2.84x increase in
per-core PPS performance BEST CASE (with FastPath). If you look at the
overall system best case (fastpath), of course you have a 17x increase
in kpps performance "as a system". Worst case however, you find a
5.35x increase in system performance.

A huge improvement, to be sure, but the TILE processor package can be
very deceiving depending on the context of the evaluation.
