L2TP/IPSec w/ pre-shared key setup is very easy on RouterOS after 6.30 or so, IIRC. In the PPP > L2TP Server setup, click 'use IPsec' and set an IPSec secret. It will create dynamic IPSec peers when a user connects. The native VPN clients on Android 5 and Windows 10 work without any issues for me. The only thing I remember having trouble with is the authentication. I believe I had to select only mschap2 in the L2TP server settings or Windows or Android would complain, I forget which.
