Don't set any preferred APs on the SM. If the WPA key matches, it will 
register to the best AP it sees that meets reg criteria. At least that's 
how it's supposed to work. Sometimes it selects the worst AP it sees. 
Which is why we have the guys trained to use the preferred AP list.
