Because it's capable of transmitting different data on each of the 7 2x2 MIMO emitters in the same frame. aka MU-MIMO. Think about a single 2x2 sector. It can talk to only one SM. Now add another sector facing the same direction. You've doubled your capacity, right? Sure, but you're using twice the spectrum. Put up 3x 30-degree or 5x 20-degree sectors. More spectrum, more hardware. The cost of the hardware adds up, but is kind of a moot point. The spectrum, or lack of, is not so moot.
