911 support varies a lot depending on where you live, and what you use to dial it. In the Bay Area, most 911 calls go to a call center in Oakland, or somewhere near there (I forget). We've been advised by law enforcement that if you're calling from a cell phone up here in the mountains, that calling 911 is the "wrong thing to do". They've advised us to keep the local constabulary dispatch numbers on speed dial. I'm sure that if you are on VoIP, there would be similar issues depending on how you're getting VoIP service.
