Some backbone providers don’t appreciate the value of having on-net caches 
and/or do not want to consume the space/power to host caching.  This is 
especially true with transit/backbone providers who build pops in cities using 
1-2 racks (enough for core router, core switch, maybe some redundancy, and 
fiber patch panels).  It’s a lot simpler to just peer with those providers on 
fiber you already have or can connect easily.

The downside to on-net caches is the space/power.  If you are pushing 
significant traffic and have the space/power then on-net caches make complete 
sense and ultimately are more cost effective/better performing
