There was a company out of San Diego, Ca.which deployed a similar system using bluetooth bracelets and 900MHz wireless links to several cellular hotspots. Detainees had bracelets on wrist and bluetooth AP's would track them out to 40 square ft. area before other AP took over....Mesh set up. Systems based on ThingSquare I think but never worked properly...we even connected some to our network and didn't improve service. Tracking was inaccurate. Show detainees present when they were off campus or in transit to another city. I think hardware was fine except for their outdoor units which were totally exposed to elements.. This new system looks just like Wi-Fi based asset tracking with bracelets for patients or detainees. They will use 5GHz Ubiquiti radios from their switches and APs to a ptp Cambium link I am installing for them with own public IP. So far no hush hush stuff.
