I didn't see anything saying it couldn't be for commercial purposes.
You have to define an experiment that you'll perform that advances
knowledge of the art, and you have to be willing to share your results
with the FCC. All the rules, and the acceptable justifications are
spelled out in FCC Part 5. It took a few days of work and nominal
application fee....then a two month wait for an answer.
