Not liking this one bit. Although this is not a "the sky is falling" event it 
still is disconcerting.  They are using this as a pretext to TAX ISP's for 
delivering service! To pay for others to expand! Also a way to get their grubby 
little hands in our pockets.  The totalitarian tiptoe has begun. It'll start 
small and then it'll eventually end up like China's recent news that they do 
not allow any personal broadcasts on the internet.  

While we've been only regulated by regular taxes and frequency restrictions,  
now we are looking at the WISP industry becoming classified as a Utility.  Only 
a matter of time.  

Then we need to meet the 50Mb Down 10Mb Up requirement!

all revenues, including broadband."
