Sounds nuts to me.  If they want to attach power to your pole they will have to 
pay for the upgrade.  That is what they will do to you if you want to attach 
and the pole is not testing good.

I want to run fiber down a road where there's a gap in the existing poles.  The 
power company feeds the road from opposite directions, which I can't do.  We 
looked at underground vs adding our own poles in the gap, and adding poles wins 
by a huge margin.

We were going to do 30' poles because they're cheap and I don't need to carry a 
power line.  However, the pole contractor I talked to believes that the power 
company has some kind of rights regarding aerial wires, and he thinks they 
could somehow compel us to install 50' poles so they could add electric onto 
them later.  Is this guy a nut?  It sounds unbelievable, but this guy has been 
installing poles for decades so he might be one to know.
