They sell something called a “rooster head” that can be inserted at the top of an antenna mounting pipe, unfortunately it doesn’t project out horizontally.
We’ve installed equipment on grain legs that have a big pulley and rope on a swinging arm, these are really nice for lifting up big dishes and stuff. I don’t think they are within the price range for a WISP, but if the farmer wants to install one permanently, we’ll use it. Not sure what the correct name is for these.
