Content, etc. 

They also oversee the Platforms for Advanced Wireless Research Office (PAWR), 
which claims to have $100mil in in public and private resources. They have 
partners like bell labs, Samsung, oracle, juniper, commscope, Verizon, Intel, 
Qualcomm, Carlson wireless, fibertower, crown castle, etc.
