It appears to be as real as your local building authority. However someone said they think we are exempt as being similar to a public utility. Still trying to track that down.

Blame the people who tried to use cat5 as power circuits for LED lights trying to skirt the need to hire an electrician. Your AHJ can strike or modify parts of the NEC when they adopt it, so you could try making a case to to whatever level of legislative body adopts codebooks in your neck of the woods. ~Seth
