Peering first. Join an IX or get direct peers. Then run flow analysis tools to determine what ASes get you closest to the destinations of most of your traffic.

How they get utilized in the network and participate in your overall mix is always a challenge .. I much prefer to avoid Tier1 providers in general to be honest - prefer Tier2 in comparison. They don’t “play well” in our mix of providers hence why we are dropping them. The only area of failure is calling them to say we won’t be renewing followed by “ok, no problem - thank you” …. usually this turns into heavy sales tactics to keep you onboard - they didn’t seem to care….
