OLT is UPC.  ONT is APC.  The plant to customer side of the network is
generally built with APC so it can support rf video overlay.  This includes
the ONT because a lot of ONTs have rf video passthrough.   I think UBNt
built some of the early ONTs with UPC but thats just dumb.
