We have a lot of used Tire Tubes (the ones used be the Cubans ) ... we put 
people on those and push them in the direction of PR.. 

! :) 

On a serious note... at certain point in time (based on wind velocity) the 
airports shut down, and batten the hatches.. 
once the storm passes, all facilities are checked for damage and the recovery 
work begins to bring them back on line. 

Airports, highways, etc etc are considered to be high priority locations to get 
back into service conditions. 

If a critical facility such as an airport is lost, then the Feds / step in with 
resource to bring them back to operational status asap. 

It is nice to have the offer of help, but keep in mind, Life and sustenance are 
first priority, communications comes after that. 
Besides, when it comes to internet, yes, we need to get things back into 
operational status asap, but it would not make much difference if the end-users 
were not able to make use of that internet for one reason or another.. 

So.. all in due strides and appropriate time frames.. . this is not a 100m 
dash.. more a marathon that can last a few weeks to a few months !
