Many insurance companies will pay for contractors. I have been in several after-storm operations as either a network, communications, or tower climber. My bill was paid by the insurance company ultimately. Sometimes I had to send an invoice, which I told the client that I could wait until the insurance company paid them. I only do this with folks I trust. I have also done insurance quotes ahead of time for an insurance claim. Insurance companies have some leeway in disaster areas, especially when it comes to communication.
I was on one job we had to clear 3/4 of a mile of nothing but debris to get to a tower. Insurance company paid extra to have 3 bulldozers clear a path for us to get there. Was kinda cool riding on one pushing stuff out of the way. Felt powerful. That gig was paid for by the insurance company. We had to jump through hoops to be on a list, but they worked with us. The important part, at least for them, was getting the insured back to work.
