Unifi APs don't *need* to be able to reach a controller once they're configured, if all you're doing is setting them up for a single SSID and fixed WPA2 key...
I have a copy of Virtualbox on my laptop, with a Debian Stretch install + java + Unifi controller software used to manually provisioning Unifi APs. Works great.
