Most implementations will detect this and fall back to 100.

So, you can have a bad single connection or a bad pair or even two bad
pairs and a GigE (1000 Base T) connection will choose Gig but never come up
or perhaps flop.   That was an ungood choice by some engineer at some point
in time.
