That’s the way an industrial panel should look.  I would reject any panel that 
came in with wire ties bundling cable rather than duct.  If anything I might 
have added another horizontal run above the PULS UPS.

Control panels always end up with changes in the field.  With wire ties the 
first change means the wire ties get cut and the panel turns into a rats nest.  
It’s bad enough that the first electrician that opens that panel is going to 
throw all those pretty covers on the bottom of the panel and leave them there.
