He could shave 150lbs off the weight and just launch a camera instead of
himself. Then he could devote the extra weight to fuel. Maybe instead
of steam he could use ethanol and liquid oxygen to get some more serious
thrust. With a gyroscopic guidance system it could be directed to fly
straight up and then he could recover the camera after the flight.
