The following short item, seen in French in the OCPA News N119 26-10-2004
(http://www.ocpanet.org/ - click on "news") may be of interest. UNESCO of
course helped organize a series of conferences on African languages
(transcription, policy, ...) in the 1960s - 80s. Some of the reports from these
meetings are available at http://www.bisharat.net/Documents . According to
information on the ACALAN site at http://www.acalan.org/an/consult.htm , the
UNESCO language unit was shut down after the 1997 Harare "Intergovernmental
Conference on Language Policies in Africa." It would be great if this news
means that UNESCO will start it up again.

Below is an English translation and the French original. I'm not aware if PANA
or anyone else has had any further reports on this topic.
