The  naked fundamental factor here is cost.

The cost for running the iron in the US is cost effective if not
cheaper[1].

Competing hosting providers back here at home in Africa cant just beat the
US competition.

We have managed somewhat but we ought to find a lasting solution to the
energy shortage (cost effective) that the iron needs to operate. This is
the challenge faced by startup hosting providers locally.

So they are forced to charge a little higher which discourages localisation
compared to the competition.
