Can you ask your ISP to forward proto-41 to your router ? at this way you can use a tunnel even behind a CGN. Of course, this will only work if you’re the only ISP customer with the same shared public IPv4 …. You can read some old documents about this: https://www.ietf.org/archive/id/draft-palet-v6ops-proto41-nat-03.txt Otherwise, look for an alternative ISP.
