From: hernawan widjajanto JAKARTA--MI: Direktur Jenderal Pemasyarakatan Untung Sugiyono mengatakan perbedaan dan kekhususan fasilitas yang diterima oleh para koruptor adalah wajar. Mereka dianggap lebih dari rakyat biasa, sehingga perlakuannya pun harus berbeda. "seorang narapidana itu kan punya kebutuhan yang beda-beda. Apalagi koruptor, banyak pertimbangan," ujarnya di sela-sela pembukaan dan pengoperasian Blok Khusus Koruptor di Rutan klas I Cipinang, Jakarta, Selasa (27/4). Dikatakannya kebutuhan tersebut meliputi kebutuhan fisik, psikologis, intelejensi dan keamanan. Koruptor dianggap memiliki kelebihan dari sisi-sisi tersebut. "kebutuhan fisik karena tua, biasanya kan sudah di atas 50 tahun. Makanya juga kenapa klosetnya kloset duduk. Kebutuhan psikologis, sudah biasa hidup dilayani, tidak biasa hidup sendiri. Ini pertimbangan-pertimbangan bagaimana kita memperlakukan mereka," jelasnya. Perlakuan yang berbeda, lanjut Untung, lebih kepada melindungi keamanan koruptor. Karenanya, imbuhnya, koruptor tak bisa disatukan dengan tahanan biasa. "Koruptor perlu dilindungi dari gangguan kebutuhan tersebut. Dari sisi keamanan, perlu diperhatikan juga, kalau mereka disatukan dengan penjahat biasa, nanti mereka bakal dipukulin, apalagi mereka kan punya harta. Ini membuat keamanan mereka rentan, dimintain sama napi lain," kilahnya. Menurut Untung, pembedaan tersebut tidak dimaksudkan untuk mendiskriminasikan dengan penjahat kelas teri lainnya. Menurutnya itu adalah penyesuaian saja dengan tingkat kebituhan para koruptor. "Ini bukannya mau dibedakan dengan maling ayam, tapi kita kan mencoba memenuhi sesuai kebutuhan," tandasnya. Purwo Andoko, salah satu perancang Blok Khusus Tipikor mengakui ada sedikit perbedaan rancangan antara Blok Khusus Koruptor dengan blok napi pada umumnya. Blok Khusus Koruptor sengaja didesain lebih sehat. "volumenya sengaja kami tinggikan, tiap lantai tingginya 4 meter. Jadi setiap narapidana akan mempunyai cadangan udara sebanyak 3 meter kubik. Struktur yang tinggi ini biar tidak pengap, udara cukup dan terhindar penyakit kulit," jelasnya. Purwo manambahkan, tahanan dan narapidana tipikor memang perlu dipisahkan. Pasalnya percampuran dengan narapidana kriminal lain akan membuat ketergantungan narapidana lain terhadap narapidana tipikor. Meski demikian, kata Purwo, pihaknya telah berusaha meminimalisir adanya celah penambahan fasilitas mewah. Tapi di sana, napi ataupun tahanan boleh tetap bekerja. "Teknis agar tidak ada fasilitas mewah kita sudah jaga. Tidak ada stop kontak, listrik tidak dialirkan, air juga sudah diatur. Tapi bagi yang mau, boleh menggunakan tv kecil atau laptop, hanya tenaganya di charge di kantor dulu. Mereka boleh kerja di penjara tapi tidak semena-mena, terbatas. Siapa tahu mungkin bisa berkarya lebih bagus," kilahnya.
