Empirically, neural networks are the best known solutions to vision and natural language. 2 petaflops is close to enough for a human brain sized neural network but the system would need a lot more memory than 2 TB. 1 PB would be closer. GPU arrays are also poorly suited for sparsely connected networks like the brain.
