There certainly is such a project in China -- one with 21 times the buying
power of the WW2 Manhattan Project.

China has committed 150 billion dollars between now and 2025, by which time
the Chinese hope to dominate artificial intelligence.  In current dollars
that's 7 times the amount of money spent on the Manhattan Project during
World War II.  Since costs in China are generally one third or less, in
terms of buying power than U.S. government investments,  that actually is
equivalent to 21 times the U.S. investment in the Manhattan Project.
