We only need to worry about the one that does the learning. Everything above that is learned; everything below that is what we need to program the silicon made by monkey brains with only monkey brains.

So what needs to be learned?

Well, perceptions, cognitive operations, and behaviors (which are similar in many ways to perception, as I keep repeating perception is immagination bound to the real world through the senses, the process of performing a learned behavior is quite similar in many respects, instead of producing a prediction, you are producing a sequence, most of the mechanisms involved are equivalent.
