Look, unless you have some 3D stacking technology or are using some kind of nanotechnology. (currently talking about 12nm), this is all you are going to get.

Stacking silicon is limited by power density issues... Cooling these chips is already a herculean task...

Here is an examination of the GV100, notice the heirarchical structure of the chip and how little space is wasted. Also, notice the size of the chip, 815mm^2; which is at the ragged upper limit of what can possibly be manufactured using state of the art technology. =|
