Im pretty sure you could be less than true intelligence by a mile and still cause a big stir on the planet. Say all a robot is doing is maximizing a measurement of a distance to a certain topology of geometry (including it + its environment), with only a physics engine as a model of truth, this can already do everything!
It could fish. It could look after a farm. (thats easier cause plants are a lot easier to catch ;)) It could get rid of the nasty unwanted (and unrighteous!) Sharia Patrols in England. (it can be a security dog.) You cant really talk to it, and its not really worthy of being human company, but it definitely would make a great slave which will never mutiny on you and never says no. But it involves it having an accurate reading of its sorrounds, and unless its got x-ray vision (or a copy of the exact model inside) it actually is trickyish to get that. But if thats out of the way, all thats left is some kind of intractable search, so a NEAT type net for each individual state of its total behaviour could be developed. So its easy someone just has to do it! Maybe im missing something, like training the states requires lots of random samples to put it in all situations where the state will meet opposition, and this could be a combinatorial explosion. (Cause to judge a state properly, it must have all environments presented to it... hmm, sounds tricky too.) Open AI, is headed in this direction, and i'm similar.
