Any measurement must be data, a memory, in a heterarchy and hierarchy. So as
said we make temp and permanent ones up. The brain evolves its 2 webs by data
evolution, it looks where and for what, then predicts entailment too. A
measurement let's it know where to look, and for what, in a sequence and
heterarchy net that adapts.
