Depends what you mean by "consciousness". If you mean the software ability to respond to pleasure and pain in the same way that animals do, then I gave a simple example in 2007. There are two requirements. First, that it modify its behavior to increase a reward signal (reinforcement learning), and second, that it express this signal in a way that humans can understand.
