You can do that in any language. Here is a simple, self improving program
in C. mattmahoney.net/rsi.pdf

But this is not a path to AGI. The child program doesn't know any more than
the parent. You need learning and computing power to improve intelligence.
Be realistic about your goals. Human evolution took 10^46 DNA base copy
operations on 10^37 bits of memory, consuming 10^32 Joules of energy.
