I think the point may be relevant to fully recurciveness within robotic systems, or open and closed loop learning and, in the least, biofeedback systems via a sensorial version of a functional Central Nervous System (CNS).
According to the letter, it seems a "dominant" group decided how such learning (as development) could only take place in the way they decided. I think the stated, dominant view would not only be scientifically incorrect, but illogical too.
