Have you heard of BitTorrent <https://en.wikipedia.org/wiki/BitTorrent> 
technology? You register your computer as a host, and you host a small fraction 
of file, together with hundreds of your colleagues, each hosting its fraction 
of file. On the hub on web the torrent file is put together for downloading. 
Many local computers can host the same fraction of file, so that some computers 
may be inactive sometimes.

I don't know how far this tech went, but last time I checked (10 years ago), 
all the clients may had to host the entire file. The pros was speed of 
download, as many connections from the same machine could download the 
different portions of the same file at the same time.

But hosting only file parts may be in a direction of your thoughts.
