I think China are complaining without complaining. Chinese theft of American academic gems, IP and copyrighted/trademarked brands and products became an economic epidemic flooding many countries.
If China didn't develop before the USA damping, how did they suddenly obtain some tech leadership because of it? It takes decades of R&D to make global tech progress. I propose that the PRC had to go use what they had already stored up before. Biden would hand over the USA just to retain power, but President Trump forced their hand. Now we all know. Smart move!
