For nonfiction, this is actually hard... the best AI books are the expensive ones with real technical material.
How about Stan Franklin's "Artificial Minds"? On Intelligence? Society of Mind? (These are the cheap ones I'm familiar with.) Fluid Concepts and Creative Analogies is just over $20, but you can get cheap used copies. Similar story for Steve Grand's books. Oh! The Handbook of Artificial Intelligence is going for cheap! That's full of system designs, though old. Some of Roger Schank's books are going for cheap. There are plenty of fiction books from AI perspectives. Excession has many AI characters. I don't know of any that have interesting insights into AI minds, though.
